Run theHardware Troubleshooterand see if it helps.
a : PressWindows logoto open the search box.
b: Type troubleshooting, hit enter.
c: Now click Hardware and sound.
d: Now click Hardware and devices and then click Next.

It's not a hardware issue; otherwise the described problem would also occur in regular X86/X64 applications.

I'm positive an issue with the Universal Windows Platform framework and can only be addressed by the developers of that framework, or otherwise, with an update for Windows 10 itselve (more specifically, the pen input logic).

Maybe it's possible for one of them to reproduce this issue using a tablet and the described scenario in the Windows Mail app? Surely some of your devs have drawing tablets around, seeing Windows Ink was recently updated and all :)

Since posting this, I found out something interesting.

In the Wacom Tablet Properties application, you can pick Tablet mode or Mouse mode (on the "Mapping" tab). In my experience, Tablet mode is used the most - it provides an absolute mapping of the pen on your touchpad to the screen. But there is also something called mouse mode, making it relative to the current position of the cursur on the screen.

In Mouse mode, the described problems do not exists and the pad works exactly as expected.

Since Microsoft works together with Wacom, I would really appreciate if this issue could be resolved. The aforementioned information might help in tracking and finding the problem. Thanks!

I have since had contact with Wacom about this issue and they confirmed to me it's an issue with Windows 10, or more specifically, Windows Ink.

I created a problem in the Feedback Hub, so hopefully a Microsoft developer can fix this issue. You can find it here. Be sure to upvote the issue so it gets more attention.

There is a workaround which may work for some: disable "Windows Ink" in Wacom Tablet Properties on the "Mapping" tab. However, this does disable functionality like pen pressure/sensitivity used by creative software and the option "hold to right click".
